Governance as a Technical Constraint

Abstract

Model behaviour is shaped by more than architecture and data. By comparing deployments in education, publishing, and public administration, this article argues that governance rules function as technical constraints: they determine what inputs are available, which outputs are reviewable, and how errors are discovered and repaired.
